Afzal Sadaf Haral has risen from a small village in Chiniot to prominent roles in the military, civil service, and literary circles, building a career defined by disciplined service, advanced scholarship and active civic engagement.
Born in Chak No. 241/J.B Mangoana, Tehsil Bhawana, District Chiniot, Haral began his professional life in the Pakistan Army, serving in challenging environments including North Waziristan. His military service laid the groundwork for a disciplined approach to subsequent academic and administrative pursuits.
Haral pursued higher education alongside his service career, completing an MPhil in International Relations and advancing to doctoral studies in Political Science. He has successfully submitted his PhD thesis, marking a significant academic achievement that complements his practical experience.
Selected into the Civil Service of Pakistan, Haral joined the Office Management Group and currently serves as a Section Officer in the Ministry of Water Resources, Islamabad. In this capacity he works with key national water institutions, including WAPDA, IRSA, PCRWR, PCIW and CEA/CFFC. His bureaucratic experience also includes a tenure in the Establishment Division and representing Pakistan on official assignments abroad, notably an official visit to the People’s Republic of China.
Alongside his government duties, Haral is active as a researcher, writer and poet. His forthcoming poetry collection, An Evening Here Too, is anticipated by readers and adds a cultural dimension to his public service.
Haral also contributes to social welfare organizations, reflecting a sustained commitment to public service beyond his formal roles. His journey from rural beginnings to the corridors of state institutions and the world of letters illustrates a sustained trajectory of resilience, education and civic engagement.
