Parliament Pushes Inheritance Reform to Protect Women

Parliament advances inheritance reform to secure women's rights and access to justice in Pakistan. Read the Islamabad meeting outcomes.

A meeting at the Women’s Parliamentary Caucus Secretariat in Parliament House, Islamabad on 25 September 2025 gathered lawmakers, religious scholars and caucus staff to discuss steps for stronger protection of women’s inheritance rights. Attendees included Dr Shahida Rehmani, Secretary of the Women’s Parliamentary Caucus; Dr Nafisa Shah MNA, Chairperson of the Special Committee on Gender Mainstreaming; MNA Syeda Shehla Raza; and Dr Allama Muhammad Raghib Hussain Naeemi, Chairman of the Islamic Ideology Council.

Participants focused on how to harmonize Islamic jurisprudence with Pakistani law so that women consistently receive their rightful share of inheritance without discrimination or coercion. The discussions prioritized practical measures to advance inheritance reform while remaining faithful to the teachings of the Quran and Sunnah.

Speakers underlined the need for awareness campaigns and capacity building for frontline officials and legal practitioners so that women can claim their rights effectively. The caucus highlighted the importance of creating accessible complaint mechanisms and support systems for women who are denied their lawful shares, ensuring timely access to remedies and legal assistance.

Dr Allama Muhammad Raghib Hussain Naeemi said the principles of the Holy Quran and Sunnah must be reflected in everyday practice to prevent deprivation of rightful shares. Dr Shahida Rehmani described the meeting as an important step toward closing the gap between legal entitlements and women’s lived realities, calling for reforms that uphold dignity, financial security and access to justice.

MNAs Dr Nafisa Shah and Syeda Shehla Raza stressed that inheritance reform is central to gender equality and economic empowerment, especially for widows, divorced women and those whose male relatives refuse to honour lawful shares. The session marks the start of a sustained multi-stakeholder effort to modernize Pakistan’s inheritance framework in a manner that respects Islamic teachings while addressing contemporary social and economic needs.
