On October 13, 2025 in Islamabad, Federal Minister for Climate Change and Environmental Coordination Senator Dr. Musadik Malik met with Ms. Helene Paust, Deputy Head of Cooperation at the German Embassy, alongside representatives from the Global Green Growth Institute and UNEP-CCC under the SPAR6C programme (Supporting Preparedness for Article 6 Cooperation) funded by the German federal government.
The discussion centred on strengthening Pakistan’s carbon market rules, pricing mechanisms and governance frameworks as the country moves from readiness to implementation. Officials emphasised building a transparent, credible and high-integrity carbon market aligned with international standards to ensure robust accounting and market confidence.
Carbon markets are not just about trading credits, they’re about valuing climate action fairly and ensuring that every ton reduced translates into real benefits for our people and our economy, Dr. Musadik Malik said, underlining the need for safeguards that protect local communities and national development priorities.
Under the SPAR6C programme, partners agreed to support technical capacity, institutional arrangements and pricing frameworks that can mobilize climate finance and foster innovation in Pakistan’s low-carbon sectors. The collaboration aims to help the country meet its nationally determined contributions through sustainable market-based mechanisms while attracting private investment.
Strengthening governance and transparent pricing in the carbon market is expected to enhance investor confidence, ensure environmental integrity and channel measurable benefits to Pakistan’s economy and vulnerable communities as the nation implements its climate commitments.
