PITB automation to digitize NOC and e-Test Reports for Punjab Energy, streamlining approvals and inspections across all DISCOs.

Punjab Information Technology Board (PITB) has signed a contract with the Energy Department Punjab to automate business regulations under the ADP scheme titled “Automation of Business Regulations Pertaining to the Office of CE (Power) & Issuance of e-Test Reports.” The signing ceremony was presided over by PITB DG e-Governance Sajid Latif, and the agreement was signed on behalf of the organisations by Ata ur Rehman, PITB Director Development & Procurement, and Zafar Abbas, Director Technical for the Energy Department Punjab. PITB will act as the technical partner responsible for system development and management.

Present at the ceremony were Ishfaq Jutt, PITB Joint Director, Umar Javed, Manager QA & Training, and from the Energy Department Muhammad Yaseen, Chief Engineer, Iqbal Tahir, Director Technical 2, and Azeem Sajid, Deputy Director Technical. Their participation underscores inter-agency coordination as the project moves into implementation.

According to the contract, the intervention will automate the availability of the No Objection Certificate (NOC) for the business community as well as the issuance of e-Test Reports and Periodic Inspection Reports. By centralising these functions through PITB automation, the Energy Department aims to streamline approvals, enhance transparency and reduce manual paperwork for businesses across Punjab.

PITB automation will include deployment of the system across all electricity Distribution Companies (DISCOs) in Punjab, enabling standardised reporting and easier compliance monitoring. The programme under the ADP scheme is positioned to improve regulatory efficiency and support the sector’s digital transformation while simplifying transactional processes for consumers and utilities alike.
