Pakistan Minister Addresses GGGI Assembly in Seoul

Minister Shezra Kharal presents Pakistan's climate agenda at the GGGI Assembly in Seoul, advancing carbon market dialogue and climate resilience.

Seoul, 29 October 2025 — H.E. Dr. Shezra Mansab Ali Kharal, Minister of State for Climate Change and Environmental Coordination, attended the 14th Session of the Assembly and 18th Session of the Council of the Global Green Growth Institute, held from 29 to 31 October 2025 in Seoul.

At the Inaugural Session the Honourable Minister delivered a keynote address titled Implementing International Carbon Markets: Country Experiences and Strategic Pathways to 2023, highlighting Pakistan’s sustained commitment to climate action. In her remarks Dr. Kharal underlined how Pakistan’s climate agenda combines resilience-building, emissions mitigation and efforts to mobilize climate finance.

The session brought together government representatives from New Zealand, Sri Lanka, Senegal, Norway, Sweden and Zambia, alongside climate change specialists, international NGOs and media. Discussions at the GGGI Assembly focused on practical steps for implementing international carbon markets, sharing country experiences and aligning strategies to attract investment for green growth.

On the sidelines of the Global Green Growth Week the Minister will hold bilateral talks with a Norwegian delegation and meet representatives of several international NGOs to explore cooperation on climate finance, technical support and green growth initiatives. Pakistan’s participation at the GGGI Assembly underscores its leadership role in regional and global climate dialogue and reinforces the government’s drive to translate international commitments into domestic action.

The Global Green Growth Institute is a treaty-based international organisation that promotes green growth, balancing economic development with environmental sustainability. Mr. Ban Ki-moon serves as the Chair and President of the institute and continues to steer discussions on inclusive green recovery and partnership-building at this year’s meetings.
