Five-Day ToT Strengthens GBV Case Management

SPO with WDD and UNFPA concluded a Five-Day ToT to strengthen GBV case management in Balochistan and build a provincial trainer network for survivor-centered services.

SPO, in partnership with the Women Development Department Government of Balochistan and UNFPA Pakistan, and with support from the Embassy of the Netherlands in Pakistan, concluded a five-day Training of Trainers on GBV Case Management at Serena Hotel Quetta. The course gathered representatives from government departments, civil society organisations, academia and GBV service providers from across Balochistan to strengthen provincial capacities for survivor-centered response.

The closing ceremony was attended by Mr Asmat Ullah Qureshi Secretary Social Welfare Department, Mr Asif Ali Faruk from the Planning and Development Department, Dr Roshan Khursheed Bharucha former federal and provincial minister, and Dr Farkhanda from the Women Development Department. Speakers highlighted the importance of institutionalising GBV case management across provincial services and expanding access for vulnerable groups.

Dilshad Pari Program Analyst GBV UNFPA acknowledged active participant engagement and shared certification outcomes showing 50 percent Tier 1 trainers and 45 percent Tier 2 trainers, while underlining the creation of a provincial network of trainers to replicate learning at district level. The training emphasised survivor-centered approaches and practical steps to strengthen coordination between health, social welfare and legal services.

Joining virtually, Ms Sadia Atta Provincial Lead UNFPA reaffirmed UNFPA’s commitment and announced that anti-rape crisis cells will be established under the Health Department as part of the 2021 Anti-Rape Bill implementation. She also confirmed that the Chief Secretary Balochistan will chair the Multisectoral Coordination Mechanism on GBV under the Women Development Department to ensure sustained follow-up and oversight.

Speakers praised the collaborative effort between SPO UNFPA and the Government of Balochistan, noting that sustained capacity building, improved coordination and inclusion of law enforcement as first responders should feature in future cycles. The training is expected to catalyse coordinated provincial efforts to improve safety dignity and justice for GBV survivors through stronger GBV case management and a growing network of trained practitioners.
