A five-day Training of Trainers on Safe Disclosure Saves Lives: Responding to Gender-Based Violence was held from 4 to 8 November 2025 at Margala Hotel in Islamabad, bringing together practitioners from across Pakistan to strengthen local GBV response.
The programme, delivered with technical support from SPO and UNFPA Pakistan and supported by the Embassy of the Netherlands, aimed to certify participants as Tier 1 and Tier 2 trainers who will lead district-level rollouts. The Safe Disclosure module was shared with all attendees to ensure consistent standards for survivor-centered disclosure and referral pathways.
Facilitation was led by Rabia Khan and Syed Haider Ali Shah from SPO, who guided sessions on practical response measures, safe reporting practices and coordination among service providers. Participants included representatives from Balochistan, Punjab, Khyber Pakhtunkhwa and Islamabad working in police, social welfare, health and population departments, psychology, academia, INGOs, NGOs and community-based organisations.
Gender inclusivity was prioritised during selection to ensure diverse perspectives in training design and delivery. Throughout the five days, delegates exchanged learning experiences, provided feedback on the Safe Disclosure curriculum and practised facilitation techniques expected of certified trainers.
The training concluded with the identification of lead facilitators and supporting facilitators for Tier 1 and Tier 2 training rollouts in their respective districts, reinforcing a strengthened commitment to survivor safety and improved GBV response at the local level. Organisers said the certified trainers will play a critical role in expanding safe disclosure practices across provincial and district services.
