Judicial Cooperation strengthened as Pakistan signs MOU with Saudi Arabia during Riyadh justice conference to boost training, reforms and technical support.

Riyadh, 24 November 2025 — Federal Minister for Law and Justice Senator Azam Nazeer Tarar led the Pakistani delegation to the second International Conference for Justice, held under the patronage of Crown Prince Mohammed bin Salman. The two day event brought together ministers, jurists and legal experts from more than 40 countries to discuss judicial standards, digital transformation and enhanced global cooperation.

During the conference Senator Tarar held a series of bilateral meetings aimed at deepening legal ties and practical cooperation. A central outcome was a historic memorandum of understanding with Saudi Arabia that commits both ministries to expanded judicial training, legal reform collaboration and technical development to strengthen court systems.

In discussions with Saudi Minister of Justice Walid Mohammed Al Samaan the two sides outlined joint programmes for capacity building and exchange of best practices. The agreement is intended to support sustainable improvements in court administration and to foster long term judicial cooperation between Pakistan and Saudi Arabia.

Senator Tarar also met Iran’s Minister of Justice Dr Amin Hossein Rahimi to explore avenues for enhanced mutual legal cooperation and stronger institutional links. Conversations focused on practical measures to improve cross border legal assistance and on frameworks for sustained dialogue between justice ministries.

Meetings with Turkey’s Minister of Justice Yilmaz Tenk examined opportunities to modernize judicial processes and deepen capacity building in areas such as case management and digital courts. A separate session with Azerbaijan’s Minister of Justice Farid Ahmadov focused on expanding bilateral legal frameworks, sharing best practices and increasing collaboration in judicial education.

Senator Azam Nazeer Tarar reiterated Pakistan’s commitment to advancing international partnerships that improve access to justice, strengthen the rule of law and align national reforms with global best practices. The minister emphasized that such engagements and the new MOU will support practical measures to raise judicial standards and accelerate judicial cooperation across the region.
