BOI Strengthens Pak China Industrial Cooperation

Advance Pak China industrial cooperation as BOI and CFIE push CPEC Phase II with SEZ investment, investor facilitation and a new Business Facilitation Centre.

A 19-member delegation from the China Federation of Industrial Economics (CFIE) and the Belt & Road Industrial & Commercial Alliance (BRICA) visited the Board of Investment in Islamabad on 11 December 2025 to deepen Pak China industrial cooperation under the next phase of CPEC.

Jamil Qureshi, Secretary BOI and SIFC, chaired the meeting attended by senior BOI officials including Dr. Erfa Iqbal, Additional Secretary, and Ms. Farah Farooq, Director General SEZ/PD-PMU. The Chinese delegation was led by Xiong Meng, Executive Vice Chairman and Secretary-General of CFIE, and included representatives from energy, ICT, mining, manufacturing and advanced industrial technology firms.

Secretary BOI underlined the strategic importance of CPEC and shared outcomes from the Pakistan–China B2B Investment Conference in Beijing, where 167 MoUs and joint ventures worth USD 9.9 billion were concluded. He emphasised BOI and SIFC’s strengthened facilitation architecture, including a one-window investor support mechanism, improved investment dispute resolution and the introduction of a single-window Business Facilitation Centre (BFC) for coordinated approvals.

The Additional Secretary highlighted recent policy and regulatory reforms introduced by the government to improve the ease of doing business and attract long-term foreign investment. The DG SEZ/PD-PMU provided a detailed briefing on Special Economic Zone development, investor incentives and facilitation services, reaffirming BOI’s support for expanded B2B engagement and industrial cooperation.

Discussions focused on expanding collaboration under CPEC Phase II with particular attention to SEZ development, industrial relocation and joint investments. Both sides explored pathways to promote digital, green and smart industrial transformation, accelerate technology transfer, strengthen co-production models and increase manufacturing partnerships as part of a sustained push for Pak China industrial cooperation.

The delegation acknowledged Pakistan’s role as a BRICA founding member since 2015 and recognised the country’s strategic geographic position as a hub linking South Asia, Central Asia, the Middle East and Africa. BOI assured comprehensive facilitation for companies represented by the delegation and reiterated Pakistan’s commitment to deepening industrial ties for shared economic progress.

Under the leadership of Federal Minister Qaiser Ahmed Sheikh, BOI continues to prioritise foreign investment promotion and industrial cooperation with China. The visit further strengthened the industrial cooperation phase of CPEC and supported Pakistan’s long-term goal of sustainable, export-led and inclusive economic growth.
