Islamabad, 15 December 2025 — A 23-member delegation of section officers undergoing pre-service training, accompanied by faculty members, carried out a study visit to Parliament House organized by the Senate Secretariat. Senior officials of the Secretariat extended a warm welcome to the delegation on arrival.
Joint Secretary IPR Harith Rahman delivered a comprehensive briefing on the working of the upper house, explaining the Senate’s procedures, performance metrics and the stages of lawmaking. The briefing covered house proceedings, budgetary matters, the Senate’s core units and the electoral process for senators, with emphasis on the role played by provincial assemblies in those elections.
The delegation was briefed on the mechanics of joint sittings, the sequential steps from drafting a bill to its presentation in the house, and the distinctions between private and government bills. Detailed information was also provided on the functioning and mandates of Senate standing committees and how they contribute to legislative oversight and scrutiny.
As part of the Senate visit, participants toured the Senate Museum, Gali-e-Dastoor and the Senate Hall. At the museum the delegation watched an informational documentary outlining the history of Parliament, stages of legislation and the constitutional role of the Senate. The visit to the Senate Hall included practical insight into parliamentary traditions, decorum and the day-to-day conduct of business in the upper house.
Members of the section officer delegation described the study tour as highly informative and beneficial to their professional development. They thanked the Senate Secretariat for the guidance provided and said the experience deepened their understanding of the parliamentary system, legislative processes and the specific responsibilities of the Senate, strengthening their preparation for future official duties.
