The Standing Committee on Rules of Procedure and Privileges met at Parliament House in Islamabad on 29 January 2026 under the chairmanship of Mr Muhammad Afzal to consider proposed changes to parliamentary procedure.
The committee reviewed amendments moved by Syed Rafiullah to rule 2, rule 43 sub‑rule (4), rule 247 and a proposal to insert a new rule after rule 39B of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. After deliberation the committee directed the Ministry of Parliamentary Affairs to place the amendments on the agenda of the forthcoming meeting of the House Business Advisory Committee, advancing the process for formal consideration of these parliamentary rules changes.
Members also examined a Question of Privilege raised by Khawaja Izhar Ul Hassan concerning a civil case filed in the court of the Senior Civil Judge, Karachi (East) by Mr Imtiaz Ali Shah, former Director General of the Sindh Solid Waste Management Board. The mover informed the committee that Mr Imtiaz Ali Shah had provided a power of attorney to Mr Gulfaraz Ahmed Khan to initiate civil or criminal proceedings against him in his capacity as a Member of the National Assembly and against office bearers of the Karachi Hockey Association and the Pakistan Hockey Federation. The committee deferred this agenda item until its next meeting to allow further consideration.
The committee also considered a privilege matter brought by Mr Waseem Qadir against the Executive Director of the National Vocational and Technical Training Commission (NAVTTC). Following discussion, the committee decided the matter would be disposed of upon the satisfaction of Mr Waseem Qadir.
The 14th meeting was attended by MNAs Mr Azhar Qayyum Nahra, Mr Waseem Qadir, Pir Syed Fazal Ali Shah Jillani, Ms Shagufta Jumani, Mr Ramesh Lal, Khawaja Izhar ul Hassan, Ms Naeema Kishwer Khan, Sardar Muhammad Yaqoob Khan Nasar (online) and Malik Muhammad Aamir Dogar (online), with Syed Rafiullah joining virtually. Senior officials from the Ministry of Parliamentary Affairs, Ministry of Law and Justice, Establishment Division, Capital Development Authority, Sindh Solid Waste Management Board and NAVTTC were also present.
