Pakistan Hockey Federation Announces Hockey Reform Agenda

PHF unveils a hockey reform agenda focused on governance, talent hunts, corporate partnerships and infrastructure to revive Pakistan hockey.

The Pakistan Hockey Federation has adopted a comprehensive strategic reform agenda to revive national hockey after its ad-hoc committee meeting chaired by PHF president Mohiuddin Wani. The new roadmap aims to rejuvenate the sport from grassroots to elite level through three core pillars: institutional transparency, data-driven talent scouting, and professional federation management.

Senior figures present at the meeting included Olympians Islahuddin Siddiqui, Hassan Sardar and Samiullah, Pakistan High Commissioner to the UK Dr Faisal, Prime Minister’s coordinator Sardar Yasir Ilyas, Higher Education Commission chairman Dr Niaz, Inter Board Committee chairman Ghulam Abbas Mallah, Chief Collector Customs Maqsood Abbasi, Federal Board chairman Dr Akram, PTCL Chief Marketing Officer Saif, Jazz COO Syed Ali Nasir and Shifa coordinator Mohammad Mubin.

Governance reforms form a central element of the hockey reform plan. A 90-day roadmap will begin with strict scrutiny of hockey clubs across the country by a panel of legal experts, chartered accountants and sports governance specialists to assess financial transparency and activity. Following that verification process, a public list of certified voters will be released to enable impartial elections under neutral supervision within six to nine months.

To rebuild the talent pipeline, a nationwide talent hunt will launch school-level trials for under-14 and under-16 categories in partnership with the Federal Board (FBISE) and IBCC, using digital profiling to track player performance. The Higher Education Commission will oversee an under-21 university championship to feed the junior national team and strengthen university-level competition.

Financial stability will be supported through major corporate agreements. PTCL has committed to a three-year corporate revival partnership that will include the PTCL National Hockey League, while Jazz will work on enhancing fan experience and strengthening digital platforms to bring modern engagement to supporters.

Infrastructure plans include securing used astro turf from the Netherlands and Australia through efforts led by High Commissioner Dr Faisal, with priority installation in underprivileged districts. Departmental hockey will be revived by forming new Pakistan Customs teams in Karachi and Lahore, and Shifa International Hospital will provide medical support for player health.

The federation will be restructured into six professional departments covering human resources, finance, marketing, sports medicine, high performance and international liaison. Team management oversight will be entrusted to hockey legends Islahuddin Siddiqui, Hassan Sardar and Samiullah, with an ambitious target to return Pakistan to the top 10 in world rankings within 24 months, secure an Asian Games medal and qualify for the Olympics.

A 120-day emergency action plan has also been launched for immediate implementation. This includes the start of club audits and scrutiny, finalising agreements with HEC and the Federal Board, shortlisting an international coach, and verification of the electoral college to ensure transparent elections and quick operational progress under the hockey reform agenda.
