At the moment, there is a substantial danger of adverse possession in the undeveloped areas that are near to Margalla Avenue. Even though the CDA purchased the land in these places several years ago, it has not yet begun any construction or development activity. In the recent past, an anti-encroachment operation was carried out in Sector C-16, C-15, C-14, and C-13; however, the situation is far more dire in Sectors D-13, E-13, and F-13. In some areas, private individuals have illegally occupied hundreds of kanals of land and built magnificent villas without the required paperwork. This problem is a direct consequence of the transaction that took place using stamp papers to buy and sell land.
After a period of silence on this issue, the civic authority has now issued a letter to the Deputy Commissioner of Islamabad, urging them to take action and ensure compliance among stamp merchants. This comes after a period of silence during which this topic was not discussed.
In the letter that was written by the Director Land CDA, Sidra Anwar, the Deputy Commissioner was informed that the sale and purchase of CDA’s acquired land on stamp papers has begun in a variety of villages and rural areas. Some of these villages and rural areas include Malpur, Alipur, Sanyari, Mera Beri, Pind Sangrial, Bhaiker Fatch Bakhsh, Dharek Mohri, Mera Jaffer, and Sang Jani. This kind of behavior is prohibited by the law.
The letter also draws attention to the fact that these Illegal Encroachers have asserted Entitlement to benefits from the land and built-up assets that they acquired from the CDA in exchange for stamp papers.
In addition, the letter advises stamp dealers to prevent the illegal sale and acquisition of land that has been acquired by the CDA and requests for strong action to be taken against stamp vendors who are participating in such operations.
