The Government of Pakistan and the Japan International Cooperation Agency (JICA) have launched the third phase of the Advancing Quality Alternative Learning (AQAL3) program, aiming to improve access to education for out-of-school children across the country. The initiative is designed to strengthen non-formal education systems in all provinces and territories, with a focus on providing quality learning opportunities for children who are not enrolled in traditional schools.
Key features of AQAL3 include the expansion of Accelerated Learning Programmes at both primary and middle levels, alongside literacy and skill development courses. A new component, ALP Matric-Tech, will offer secondary-level alternative education linked with practical skills training, providing greater opportunities for youth. The program will also incorporate digital technology into alternative learning models to increase their reach and enhance educational quality.
Another significant aspect of AQAL3 is the revision and implementation of updated non-formal education policies and strategic plans at the provincial and regional levels. This approach is expected to improve coordination between federal, provincial, and local authorities and ensure the program effectively addresses the diverse needs of out-of-school children across Pakistan.
Representatives from JICA, the Ministry of Federal Education and Professional Training, provincial education departments, and other relevant agencies participated in the official signing of the Record of Discussions to formalize their collaboration. The signing ceremony emphasized a renewed commitment to inclusive and equitable education in Pakistan.
JICA’s Chief Representative in Pakistan, Naoaki Miata, highlighted the critical role of non-formal education in resolving the country’s out-of-school children crisis. Secretary of the Ministry of Federal Education and Professional Training, Nadeem Mahbub, expressed gratitude to JICA for its ongoing partnership and support in transforming education in Pakistan.
Building on the achievements of previous phases, AQAL3 intends to make significant progress in ensuring that millions of out-of-school children in Pakistan gain access to quality, skill-oriented education.
