Balochistan Strengthens GBV Case Management

Five-day training in Quetta strengthens GBV case management across Balochistan; over 100 professionals trained with UNFPA and Dutch embassy support.

A five-day Step-Down Training on the Interagency Gender-Based Violence Case Management Guidelines concluded on 19 December 2025 in Quetta, reaffirming a collective commitment to survivor-centered and coordinated GBV response systems across Balochistan. The workshop was delivered with technical support from SPO and UNFPA Pakistan and generous backing from the Embassy of the Netherlands in Pakistan.

In her closing remarks, Ms. Saira Atta, Secretary Women Expo Balochistan at the Women Development Department, Government of Balochistan, stressed that gender-based violence remains under-recognized and too often normalized. She underscored the need for clear identification, ethical response mechanisms, safe reporting channels, strict confidentiality and the preservation of survivor dignity, noting that empowering women is fundamental to societal progress.

Ms. Sadia Atta, Provincial Lead UNFPA Balochistan, welcomed participation by more than 100 professionals from across the province and highlighted emerging challenges such as technology-facilitated GBV. She also emphasised the importance of psychological first aid and urged participants to translate training on GBV case management into practical action at the district level.

The training was facilitated by Tier-1 facilitators who are recent graduates of the UNFPA GBV Training of Trainers for the global pool, ensuring technical rigor and alignment with international interagency guidelines. Facilitators included Jalal Khan, Muhammad Raza, Saima, Rabia Khan and Asia Batool, who guided sessions on ethical practice, coordination and accountability in survivor support.

This second step-down training represents a milestone in strengthening ethical, coordinated and survivor-centered GBV case management in Balochistan. Organisers said the event reinforced institutional collaboration between government departments and partners to improve the quality and accountability of services available to women and girls across the province.

Participants left the training with tools and commitments to strengthen referral pathways, improve confidentiality and scale up district-level responses. Continued collaboration between the Women Development Department, UNFPA, SPO and donor partners will be essential to sustain gains in GBV case management and ensure survivors receive timely, dignified support.
