LAHORE: A formal complaint has been lodged by journalist Waris Paracha regarding the alleged misconduct of Dr. Muzaffar, an orthopedic surgeon at THQ Hospital Jaranwala, and an unauthorized individual named Mudassar, who reportedly harassed and mistreated his elderly mother, Mst. Kulsoom Akhtar, during a medical consultation.

According to the complaint, Mst. Akhtar, who is in frail health, was referred to Dr. Muzaffar’s consultation room on 01-10-2025 after completing the registration process. However, instead of receiving the medical attention she required, the elderly woman was reportedly accosted by Mudassar, a non-authorized person in the room, who allegedly abused, intimidated, and even threatened to physically remove her.

The situation escalated further when Dr. Muzaffar entered the room, reportedly hurling abusive remarks at Mst. Akhtar and outright refusing to examine her. Dr. Muzaffar allegedly told the patient, “Go Bibi, do whatever you can, I will not examine you.” This refusal to provide medical treatment led to accusations of negligence, misconduct, and harassment.

Waris Paracha’s complaint cites multiple violations, including the breach of the Punjab Employees Efficiency, Discipline and Accountability Act, 2006 (PEEDA Act), and the Punjab Healthcare Commission’s Minimum Service Delivery Standards (MSDS). It also points to the violation of fundamental rights as guaranteed under the Constitution of Pakistan, specifically Articles 9, 14, and 25, which protect citizens from abuse, harassment, and unequal treatment.

The complaint demands a thorough inquiry into Dr. Muzaffar’s actions and a formal disciplinary process, including suspension pending investigation. Paracha also calls for legal action against Mudassar for his alleged unlawful actions. Additionally, the complaint requests that all government hospitals ensure that senior citizens are treated with dignity and that unauthorized individuals be barred from interfering in medical consultations.

In light of the gravity of the situation, the complainant urges that the matter be given urgent attention to uphold justice and protect the rights and dignity of patients.
