Fazal Engineering Demands Justice for G-15/3 Affectees

Fazal Engineering urges FGEHA to compensate G-15/3 affectees with 2026 market rates, provide alternate commercial plot and three years to relocate business.

The owners of a registered commercial property on Main GT Road have appealed to authorities for justice after their plot in Sector G-15/3 was reportedly awarded without prior notice, a decision they say was based solely on a Google aerial survey from 2009. Muhammad Azam Fazal, proprietor of Fazal Engineering, told reporters the family was never informed and no departmental staff visited the site before the award was announced, leaving the G-15/3 affectees stunned by sudden notices.

Mr. Fazal said the property is jointly owned by him and his late brother Muhammad Ikram Fazal and has been the site of their business activity since 2001. Fazal Engineering, established in 1962, is a tax-paying enterprise and a registered member of the Rawalpindi–Islamabad Chamber of Commerce, records that the family says confirm the commercial status and long-standing occupation of the premises.

He recounted that the family had earlier been displaced by the Rawalpindi–Layyah Expressway project and received only negligible compensation. After legally acquiring the present commercial land they resumed operations, but the plot was never assigned a BUP number and the owners were forced to run between offices for years while being repeatedly assured the site lay outside the G-15/3 boundary. Those assurances were later followed by coercive notices that caused severe mental distress.

Muhammad Azam Fazal accused the Federal Government Employees Housing Authority and the Capital Development Authority of subjecting the family to continuous harassment through repeated notices and pressure tactics. He said the sustained barrage of demands and legal uncertainty has taken a heavy psychological toll on the household and endangered the business that supports them.

The property, Mr. Fazal emphasized, is legally documented with valid registry, mutation and ownership papers, and the housing authority was formed after the business was already operating at the site. He asked that the covered commercial area, estimated between 15,000 and 18,000 square feet, be properly assessed so that compensation reflects the true value of the asset.

Fazal Engineering has called for immediate intervention from senior leadership, appealing directly to Field Marshal Syed Asim Munir Ahmed, Prime Minister Mian Shehbaz Sharif, Interior Minister Mohsin Naqvi and Federal Minister for Housing Mian Riaz Hussain Pirzada. The G-15/3 affectees demand compensation at prevailing 2026 market rates, allotment of an alternate commercial plot and a minimum three-year period to relocate machinery and business operations without disruption.

Stressing that the business and property represent the family’s sole source of livelihood and carry goodwill worth millions of rupees, Mr. Fazal reiterated that they are lawful citizens seeking only their constitutional and legal rights. He urged the authorities to resolve the matter swiftly to protect livelihoods and restore confidence among business owners affected by the dispute.
