FIA books six over alleged tampering with Kamalia nursing college inspection report

The FIA Corporate Crime Circle Islamabad registered the case over alleged changes in the inspection report of Kamalia College of Nursing.

ISLAMABAD: (Aleena Janat) The Federal Investigation Agency (FIA) has registered a criminal case against six persons over allegations that an inspection report of Kamalia College of Nursing in Toba Tek Singh was tampered with to raise the institution’s scores and help it meet accreditation requirements.

The FIR was registered by the FIA Corporate Crime Circle Islamabad on September 4, 2026. According to the FIR, the original score of the college’s Degree Programme was allegedly changed from 36 to 88.8, while the score of its Diploma Programme was allegedly increased from 30 to 80.

The case has been registered under Sections 109, 409, 420, 468 and 471 of the Pakistan Penal Code, read with Section 5(2) of the Prevention of Corruption Act, 1947. The allegations mentioned in the FIR have yet to be proved before a court of law.

As per the FIR, the case was registered following FIA Enquiry No 320 of 2024. The agency stated that an Accreditation Committee had been constituted by the Pakistan Nursing and Midwifery Council for inspection and accreditation of nursing institutions.

The committee was tasked with inspecting Kamalia College of Nursing in Kamalia, Toba Tek Singh, Punjab, on March 4 and 5, 2024.

The FIR names Shabana Kausar, Liaqat Ali, Muslim Shah, Farzana Iqbal and Abdul Manan as members of the inspection committee. Makhdum Nazar Hussain, owner of Kamalia College of Nursing, has also been named as an accused.

The FIA alleged that the accused acted in connivance with each other and with the owner of the institution, and misused their authority while preparing and handling the inspection report.

According to the FIR, the alleged manipulation was carried out to provide an unlawful benefit to the college by making its performance appear in line with the required accreditation standards.

The agency alleged that the Degree Programme score was increased from 36 to 88.8 and the Diploma Programme score from 30 to 80 through alleged changes in Agenda Item 89 of the inspection report.

The FIR described the alleged conduct as forgery, fabrication and tampering with the inspection report.

The FIA further stated that evidence relating to the alleged manipulation was established through FIA Technical Laboratory Forensic Report No 143 of 2024. The forensic report has been cited in the FIR as part of the material supporting registration of the case.

The six accused named in the FIR are Shabana Kausar, Nursing Instructor; Liaqat Ali, Clinical Instructor; Muslim Shah, Associate Professor; Farzana Iqbal, Principal of CON AINC Lahore; Abdul Manan, Nursing Consultant; and Makhdum Nazar Hussain, owner of Kamalia College of Nursing in Kamalia, Toba Tek Singh.

The agency has also stated that the role of Kifayat Ullah will be examined during the investigation. It said the role of any other person found involved would also be determined during the course of investigation.

The FIR was registered on the complaint of Yasmin Aza of Islamabad at the FIA Corporate Crime Circle Islamabad. The document records the reported time as 11am on September 4, 2026, while it was dispatched from the police station at 11:45am the same day.

Following registration of the case, the matter has moved to the investigation stage, during which the FIA will examine the inspection record, forensic material and the roles of the persons named in the FIR.

Registration of an FIR does not by itself establish guilt, and the allegations will have to be proved through the legal process.
