FIA Finalizes National Awareness Framework

FIA and ICMPD validate National Awareness Framework to curb fraudulent job ads and cyber threats and set a national awareness campaign in motion.

The Federal Investigation Agency, working with the International Centre for Migration Policy Development, convened a two-day Validation Workshop in Islamabad to finalise the National Awareness Framework under the project ‘Preventing Fraudulent Job Advertisements and Cyber Activity as a Facilitator of Irregular Migration and Trafficking in Human Beings (FJA-PAK)’. The initiative, funded by the Norwegian Directorate of Immigration, seeks to reduce the risks faced by aspiring Pakistani migrants from fake offers and related cyber threats.

The project aims to create safer and more informed migration pathways through targeted capacity building, wide-ranging awareness raising and improved information-sharing and referral mechanisms. During the workshop participants discussed practical approaches to public messaging, digital outreach and partnerships with frontline agencies to ensure the National Awareness Framework responds to on-the-ground realities.

Sessions combined hands-on exercises, knowledge exchange and stakeholder feedback to refine current awareness efforts and to identify gaps in design and implementation. Attendees made concrete recommendations for a comprehensive national awareness-raising campaign focused on preventing fraudulent job advertisements and strengthening public resilience to online scams.

Delegates reached consensus on the next steps for rolling out the campaign and finalised key inputs to shape a National Plan of Action on awareness raising. Emphasis was placed on coordination between law enforcement, regulatory bodies and migration support services to ensure timely referrals and effective public advisories.

Officials from the Ministry of Interior, Federal Investigation Agency, National Cyber Crime Investigation Agency, Islamabad Police, Pakistan Electronic Media Regulatory Authority, Overseas Employment Corporation Islamabad, Bureau of Emigration & Overseas Employment, National Police Bureau Islamabad, Pakistan Telecommunication Authority, Migrant Resource Centre Pakistan and National CERT Pakistan took part in the workshop, underlining a joined-up national response to fraudulent job ads and cyber-enabled migration risks.
