FIA Seeks Agreement Record from CDA Regarding DHA Land Transfer

The Federal Investigation Agency (FIA) has requested the Capital Development Authority (CDA) to provide records of a 2007 agreement with the Defence Housing Authority (DHA).

Under the agreement, the CDA had handed over 1,500 kanals of land to the DHA in exchange for over 700 developed plots. However, the CDA has failed to receive possession of these plots even after 14 years.

CDA Form High-Powered Committees to Monitor Development

The FIA’s request for records was made in response to a complaint filed by Dr Shafiqur Rehman, alleging that the agreement was void ab initio and unilateral.

The FIA has asked for the complete file, including noting portions and the present legal and possession status of the land specified in the agreement.

CDA Fails to Receive Developed Plots from DHA

The CDA had originally acquired the land under two awards in 1961 and 1964 for its own use. However, it handed over the land to the DHA in 2007 with the intention of generating funds from auctions of the developed plots to be given in return.

Despite showing the plots as assets in its budget every year, the CDA has failed to receive possession of the plots. The FIA has also asked the CDA about the state land in possession of Emar, a private developer.

CDA Approves Three New Agencies and Projects in Board Meeting

A four-member committee was formed by the CDA last year to visit the DHA and prepare a report, but no progress was made. The CDA has assured that it will provide complete details of the case to the FIA and take up the case with the DHA to resolve the issue of the pending plots.
