Advancing Foundational Learning in Pakistan Through Research and Practice

Pakistan’s Ministry of Federal Education and Professional Training (MoFEPT), in collaboration with the Federal Directorate of Education (FDE) and the National Institute for Excellence in Teacher Education (NIETE), has launched the pioneering 3-in-1 Report: Towards Foundational Learning for All. This initiative marks a significant step in the ongoing reform of the country’s education system, aiming to ensure foundational literacy, numeracy, and socio-emotional learning for every child.

At the Foundational Learning for All Conference, key leaders including Federal Minister Dr. Khalid Maqbool Siddiqui and Minister of State Ms. Wajiha Qamar emphasized the importance of research-driven strategies and collaborative efforts among policymakers, researchers, and practitioners. The newly released report synthesizes the latest research findings, curriculum guidance, and practical implementation strategies designed to boost essential learning skills in Pakistan’s students.

The NIETE platform is central to this reform, equipping teachers in Islamabad with continuous professional development (CPD) opportunities delivered through digital tools and artificial intelligence. Programs such as ASPIRE and support from EdTech Hub provide teachers with research-backed methods to enhance classroom teaching and student learning outcomes.

Education officials highlighted the broader goals of the initiative. Ms. Wajiha Qamar, Minister of State, described foundational learning as crucial for ensuring equity and quality in education. Ms. Riffat Jabeen, Director Academics at FDE, set an ambitious target of eliminating learning poverty in Islamabad.

The launch of the 3-in-1 Report lays the foundation for evidence-based curriculum reforms and the integration of innovative technology into classrooms, supporting teachers and advancing Pakistan’s goal of foundational learning for all its children.
