Punjab Dar-ul-Amans Funding Gap Highlighted in GBV Costing Study

A new study has revealed that demand for Dar-ul-Amans—shelters providing refuge and protection—has risen by 14 percent in Punjab, highlighting an urgent and growing need for such services across the province. Despite the escalating demand, current government funding for each shelter stands at PKR 10 to 15 million annually, which falls significantly short of the resources needed to ensure comprehensive support and meet international quality standards.

The findings come from the Gender-Based Violence (GBV) Costing Study, recently launched by UNFPA Pakistan in collaboration with the Social Welfare and Bait-ul-Maal Department, Government of Punjab. The study, supported by the Foreign, Commonwealth & Development Office under the AWAZ II program and implemented by the University of Galway, estimates that an investment of approximately PKR 2 billion is necessary to adequately provide for survivors.

This research marks a significant step forward in strengthening Punjab’s response system to gender-based violence. By identifying resource gaps and highlighting the need for improved support services, the study aims to ensure that survivors have reliable access to safe and dignified assistance in their time of need.
