HEC approves 54 institutions under TNE Policy 2024

HEC has listed 54 institutions in Pakistan as accredited under the Transnational Education Policy 2024.

ISLAMABAD: The Higher Education Commission (HEC) has listed 54 institutions in Pakistan as accredited under its Transnational Education (TNE) Policy 2024, allowing them to offer foreign university programmes for the approval periods specified by the commission.

According to the HEC list, the approved institutions are located in Islamabad, Rawalpindi, Lahore, Karachi, Peshawar, Faisalabad, Multan, Hyderabad, Gujranwala, Abbottabad and other cities. The programmes cover a wide range of fields, including computer science, artificial intelligence, cyber security, business, accounting, law, psychology, engineering, fashion, data science, nursing, hospitality and journalism.

The programmes are linked with universities and education bodies from the United Kingdom, Germany, the United States and other countries.

The approved institutions include University of Bolton Islamabad Campus, Beaconhouse International College Islamabad, International College for Legal Studies Lahore, Beaconhouse International College Lahore, Denning Law School campuses in Hyderabad and Karachi, The Millennium Universal College Islamabad, Indus University Karachi, TMUC Rawalpindi, The IVY College of Management Sciences Lahore, Beaconhouse International College Faisalabad, University of Lahore, Roots IVY International College Rawalpindi, TMUC Lahore and Faisalabad, International College Lahore, Lahore Grammar School International Degree Programme in Lahore and Islamabad, Beaconhouse International College Karachi, Kallipollis College of Advanced Studies Faisalabad and TMUC Karachi and Peshawar.

The list also includes Centre for Learning Law and Business Peshawar, TMUC Abbottabad, Metropolitan International United College Islamabad, Blackstone School of Law and Business Lahore, TMUC Gujranwala, The Institute of Legal Studies in Peshawar and Lahore, Universal College Lahore, SKANS School of Accountancy Lahore, Denning School of Law Multan, School of International Law Islamabad and UCLTILS School of Law and Business Multan.

Other institutions appearing in the later part of the list include Imperial Tutorial College Karachi, IVY College of Management Sciences Islamabad, Islamabad School of Law, International College of Excellence Islamabad, SEEDS School of Excellence in Educational and Developmental Studies Peshawar, Lord's College International Islamabad, Roots IVY International College Islamabad, Denning Law School Qasimabad Hyderabad, LGS International Degree Programme Gujrat, Roots IVY International College DHA 5 Lahore, Denning Law School North Nazimabad Karachi, Denning Law School Gujranwala, University of Faisalabad, Sarhad University of Science and Information Technology Peshawar, Denning Law School Rawalpindi, Universal College Islamabad and National Excellence Institute Rawalpindi.

The latest entries in the HEC record show approvals issued during 2026. Imperial Tutorial College Karachi received approval from July 24, 2026 to December 31, 2028. IVY College of Management Sciences Islamabad was approved from July 24, 2026 to June 30, 2028, while Islamabad School of Law was approved from July 27, 2026 to July 31, 2027.

International College of Excellence Islamabad has programmes linked with Pearson UK and Buckinghamshire New University, including business, computing, software engineering, computer games development, artificial intelligence, cyber security, fashion and textile programmes. Its approval period runs from July 28, 2026 to June 30, 2028.

SEEDS in Peshawar is listed for an HND in Business through Pearson UK from July 28, 2026 to July 31, 2027. Lord's College International Islamabad is listed for University of London law programmes and Pearson programmes from August 10, 2026 to August 31, 2027. Roots IVY International College Islamabad is listed for a University of London LLB programme from August 12, 2026 to December 31, 2028.

Denning Law School Qasimabad Hyderabad is listed with University of Greenwich programmes in business management, computing and law, along with a fashion and textile HND. LGS International Degree Programme Gujrat is listed with University of London and Pearson programmes. Roots IVY International College DHA 5 Lahore has programmes linked with the University of Portsmouth, Gisma University of Applied Sciences and the University of Bedfordshire.

The HEC list also shows recent approvals for Denning Law School in North Nazimabad Karachi and Gujranwala, University of Faisalabad, Sarhad University of Science and Information Technology Peshawar, Denning Law School Rawalpindi, Universal College Islamabad and National Excellence Institute Rawalpindi.

Sarhad University has programmes linked with London Metropolitan University in business management, accounting and finance, banking and finance, adult nursing, law, computer science, artificial intelligence, cyber security, pharmaceutical sciences and physiotherapy. Its approval period in the HEC list is from August 18, 2026 to August 31, 2027.

Denning Law School Rawalpindi is listed for University of Greenwich programmes in business management, computing and law. Universal College Islamabad is listed for an HND in Business Management through Pearson UK. National Excellence Institute in B-17 Rawalpindi is listed with Idea College Malta for programmes in nursing sciences, computing, early childhood education, travel and tourism, and accounting with management and analytics. Its approval runs from September 10, 2026 to August 31, 2027.

The HEC list states that some programmes, particularly law programmes, remain subject to recognition or prior approval by the Pakistan Bar Council. Some professional programmes are also subject to approval by the relevant professional bodies. This means that HEC accreditation of an institution or programme does not remove separate requirements where another regulatory body is involved.

The document also contains a separate section for institutions accredited under the old TNE policy. It includes earlier arrangements involving Asia Pacific Institute of Information Technology Karachi, Beaconhouse International College Faisalabad, Edexcel London Examinations, Management Development Institute Pakistan, ACCA UK Pakistan Chapter, College of Accounting and Management Sciences Karachi, Roots College International Islamabad, Roots IVY International College Islamabad, NICON College of Computer and Management Sciences Rawalpindi, CONFED School of Professional Studies Peshawar and NAMAL College Mianwali.

Some of the old programmes are shown as closed, suspended or having stopped future admissions.

The HEC record provides details of foreign university education being offered in Pakistan and shows that each programme has its own approval period and conditions. Students seeking admission have been advised in the record to check the specific institution, programme, approval period and any requirement for recognition by another professional authority.
