HEC Final Directive on MS and PhD Degrees Without NOC

The Chairman of the Higher Education Commission (HEC), Mr. Nadeem Mahbub, has issued a strong directive to universities running MS/MPhil and PhD programs without the required No Objection Certificate (NOC) from the HEC. He called for a final notice to ensure these institutions comply with regulations and outlined consequences for those that continue to break the rules.

Despite repeated reminders since 2013, a significant number of universities have been found offering graduate-level programs without obtaining prior approval from the HEC. During a recent meeting with university Vice Chancellors, the HEC had granted a conditional one-time permission for degree attestation, provided institutions submitted all necessary documents. However, many universities continue to submit incomplete information, making it difficult for the HEC to regulate the programs and ensure quality standards are being met.

In response, Mr. Mahbub has ordered that all Higher Education Institutions (HEIs) must provide comprehensive records for these programs. This includes detailed graduate lists, documentation of program approvals, proof of faculty qualifications, and information about tuition fees. Additionally, institutions must formally commit to halting further admissions to unapproved programs and to fully adhere to the HEC’s Graduate Education Policy 2023.

The new directive specifies that all required information must be submitted by September 30, 2025. Institutions that fail to comply face strict actions, including bans on new admissions and the suspension of financial grants for at least one academic year. The HEC also warned that non-compliant universities could be named publicly on its website.

Mr. Mahbub emphasized the importance of maintaining academic standards and protecting students’ futures. He urged all universities to follow established policies and ensure the integrity of higher education programs across the country.
