HEC Officers Gain Vital Training at Civil Services Academy

The Civil Services Academy (CSA) in Lahore has launched a specialized training program for officers of Pakistan’s Higher Education Commission (HEC), focusing on transforming governance by enhancing public sector performance and integrity. This initiative marks a significant move toward greater inter-institutional collaboration, aiming to drive public sector reform and professional development.

The inauguration ceremony was attended by senior officials, including Sulaiman Ahmad, Director of the National Academy of Higher Education (NAHE), and Ghulam Nabi, Director General of HEC’s Regional Centre in Lahore, as well as the first group of HEC officers participating in the training. The event started with a recitation from the Holy Quran, followed by a warm welcome to the guests and participants.

Dr. Syed Shabbir Akbar Zaidi, Director of Capacity Building at CSA, presented an overview of the Academy’s recent transformation. He highlighted the shift from traditional lecture-based approaches to more immersive and practical training methods such as fieldwork, simulations, and case studies. Dr. Zaidi also introduced the Academy’s National Outreach Programmes, designed to promote inclusivity and equal opportunities within Pakistan’s civil services.

Chief guest Sulaiman Ahmad praised CSA’s progressive approach to training and its commitment to creating public value. He stressed the importance of continuous learning, especially in today’s rapidly changing governance environment, and celebrated this first-ever collaboration between CSA and HEC as a milestone in building institutional capacity and strengthening public administration.

Ghulam Nabi, the guest of honour, echoed these sentiments, commending CSA for its focus on experiential and inclusive learning. He underscored the need for integrity and performance-driven service in the public sector and urged civil servants to adhere to rules, procedures, and ethical principles.

During his address, CSA Director General Farhan Aziz Khawaja emphasized the necessity of collaboration between CSA and NAHE to tackle complex policy challenges, including the achievement of Sustainable Development Goals. He noted that shared learning, innovation, and ongoing capacity development are essential to navigating governance issues effectively.

The ceremony concluded with closing remarks and the presentation of commemorative shields to the distinguished guests. This collaborative training program demonstrates CSA’s renewed vision to equip public sector officers with the knowledge and skills needed for effective, ethical, and adaptive governance.
