HEC training equips 100 officers under NAHE CSA program

HEC training developed about 100 officers through NAHE and Civil Services Academy collaboration to boost leadership, governance and policy skills.

The Higher Education Commission completed a landmark HEC training initiative in collaboration with the Civil Services Academy, Lahore, preparing around 100 officers across five cohorts to meet evolving governance and policy challenges in Pakistan’s higher education sector.

The cohorts included Director Generals, Directors, Deputy Directors and Assistant Directors from HEC offices nationwide. The programme was conceptualised by Managing Director National Academy of Higher Education Dr. Noor Amna Malik and designed by Deputy Director (NAHE) Ms. Sadia Bukhari following a thorough assessment of competency gaps, with the goal of creating a progressive and well-equipped workforce.

Training modules under the HEC training programme combined high-quality learning content and expert facilitation, covering governance excellence, ethical leadership, strategic and financial management, policy formulation, project planning and effective communication. The curriculum also addressed emotional intelligence, stress management and professional ethics to strengthen day-to-day decision making and service delivery.

The programme followed a blended learning approach themed Classroom and Beyond, integrating classroom lectures, case-based discussion and experiential learning to translate theory into practice. Close coordination between NAHE and CSA ensured smooth delivery and relevance to institutional priorities.

At the closing of the senior management cohort, Chairman HEC Nadeem Mahbub praised the initiative and commended NAHE for proactive efforts to elevate professional capacity within the Commission, describing the collaboration with CSA as a historic milestone for human capital development in higher education.

Director NAHE Dr. Munir Ahmed highlighted the partnership as a model of inter-institutional collaboration and noted that this was the first time HEC outsourced employee training to a premier national training institution. HEC now plans to formalise a Memorandum of Understanding with CSA to continue joint training programmes, foster innovation in learning and institutionalise a culture of professional excellence.
