HSA Deputy Director Faces Two FIRs Over Car Theft, Multi-Million Rupee Fraud Allegations


ISLAMABAD – The Health Services Academy (HSA) is facing a major internal crisis after its Deputy Director, Dr. Ayesha, was booked in two separate criminal cases — one for allegedly stealing an official vehicle and another for multi-million rupee embezzlement. The situation has escalated into a fierce exchange of corruption allegations between her and the institution’s top leadership.

Islamabad police have registered a fresh FIR against Dr. Ayesha, the now-terminated Deputy Director of the Health Services Academy, over the alleged misappropriation of a government vehicle. The case was filed at Banigala Police Station following a formal complaint from HSA’s Chief Legal Adviser, A Ammar Sehri, who stated that the white MG ZS (registration number GAK-880 ICT, model 2021) was assigned to Dr. Ayesha for one-time official use but was never returned despite repeated warnings and public notices.

This marks the second FIR against Dr. Ayesha. The first case accuses her of siphoning off millions of rupees from HSA project funds. Officials claim she exploited her position for unlawful financial gain and engaged in fraudulent practices that severely damaged the institution’s reputation.

Sources within HSA allege that in retaliation to corruption inquiries against her, Dr. Ayesha lodged a counter-FIR against the Vice Chancellor, accusing him of corruption. This move has deepened internal tensions, with both sides trading misconduct allegations.

The escalating dispute has raised serious concerns about governance, accountability, and internal oversight at HSA, a key public health institution in Pakistan. Investigations into both FIRs are ongoing.
