Islamabad’s CDA Chairman Directs Construction of Emergency Stairs in Multi-Stories Buildings

Islamabad : The Chairman of the Capital Development Authority (CDA), Noor ul Amin Mengal, has issued an order mandating the installation of emergency staircases in multi-story structures throughout the city of Islamabad.

Lack of Technical Expertise in CDA Administration Raises Concerns

Mengal stressed the importance of emergency staircases during a meeting with the management and owners of private housing societies and high-rise buildings.

The deadline for installing emergency staircases in buildings with four stores or more has been set at six months. If this criterion is not fulfilled, the management will be held legally responsible, and action will be taken against them.

Mengal is of the opinion that the CDA and the management of the housing society should share the responsibility of ensuring that appropriate safety measures are in place. In addition to this, he declared that the approval of building plans would take place within 15 days of their application, and that an express counter would be accessible for property transfers within one day.

The frequency of meetings of the design vetting committee has been changed from once every two weeks to once per month. Additionally, discussions with the owners and management of high-rise buildings and housing societies will now take place once per month.

Mengal intends to revise building bye regulations and firmly apply them, despite the fact that there has been a lack of coordination between various sections of the authority.

In addition, during a different meeting that officials from the Islamabad Wildlife Management Board and the environment wing were present for, Mengal gave instructions to the wildlife management board to take steps to prevent fires on the Margalla Hills.

Visible signboards will also be posted on the enforcement of section 144 regarding activities such as barbecuing and bone fires, as well as transporting matchsticks and other combustible materials to areas near Margalla hills.

The Chairman made the observation that people guilty for igniting a fire ought not to be penalized but rather should be imprisoned instead.
