MLC reforms: Military Lands & Cantonments presents a comprehensive reform plan to boost transparency, digital governance and citizen-focused service delivery.

The Military Lands & Cantonments department has compiled and submitted a comprehensive reform document titled “FIXING THE SYSTEM, FUELING THE FUTURE: REFORMS OF ML&C, INITIATIVES AND TRANSPARENCY TRANSFORMATION,” marking a decisive step in modernizing cantonment governance across Pakistan. The document, prepared under the direction of Major General Irfan Ahmed Malik, HI(M), outlines institutional changes designed to strengthen service delivery, accountability and public trust.

The reform package was presented to Secretary Defence Lieutenant General Muhammad Ali, HI(M), who welcomed the outcomes and described the report as a roadmap to guide the department’s future course. The document chronicles progress made over the past two years and consolidates achievements across core domains including digital governance and automation, financial transparency and accountability frameworks, human resource restructuring and performance-based mechanisms.

Emphasis within the plan is placed on infrastructure modernization, standardized policies and citizen facilitation initiatives that reshape the operational ethos of the department. The MLC reforms aim to embed data-driven decision systems, policy harmonization and measurable field-level accountability to deliver more responsive and equitable governance in cantonment areas.

Officials say the past two years have served as a critical diagnostic and corrective phase, and early interventions have already produced substantial results that lay strong institutional foundations. Continuity of leadership and focused implementation are identified as essential to consolidate gains and advance long-term priorities outlined in the report.

The document is intended not only as a record of achievement but as a basis for future policy planning aligned with the stated goal of “Pro-People, Efficient Local Governance and Effective Military Lands Management,” reinforcing the department’s commitment to transparency, efficiency and improved public services through these MLC reforms.
