Federal Minister for Education and Professional Training Dr. Khalid Maqbool Siddiqui has launched an ICT-level No Child Left Behind campaign aimed at enrolling every out-of-school child in Islamabad Capital Territory. The time-bound drive is part of the Federal Action Plan for Out-of-School Children (2025–2030) and reflects the government’s commitment to Article 25-A, guaranteeing free and compulsory education for all children.
The campaign will begin with comprehensive household-level identification and mapping across Union Councils to build an accurate register of out-of-school children. Authorities plan to expand second shifts, implement Accelerated Learning Programs and develop alternative education pathways so existing schools can absorb more learners and provide flexible routes back into formal education.
To track progress and ensure accountability, the Ministry will deploy digital dashboards and real-time monitoring systems. These tools are intended to provide transparent, measurable data on enrollment and retention, enabling rapid response where gaps are identified. Community engagement will be central to the effort, with parents, local leaders, civil society and development partners mobilised to support outreach and reintegration.
Dr. Khalid Maqbool Siddiqui described the effort as a mission of inclusion and accountability, pledging that the government will marshal resources and strengthen institutional coordination to remove barriers related to poverty, social exclusion and disability. The Minister said the campaign aims to bring the maximum number of children back to school within three years and to sustain quality learning outcomes thereafter.
The No Child Left Behind campaign in Islamabad is presented as an operational programme with clear targets and monitoring mechanisms. Education officials and teachers have been called on to play an active role in enrolment drives and student retention, while media and community networks are expected to help create shared ownership of the initiative across the Federal Capital.
