NSOR Cybersecurity Review Strengthens Data Safeguards

UNODC and partners held an NSOR cybersecurity review in Lahore to strengthen data protection, governance and inter-agency safeguards.

In Lahore on 6 February 2025, the United Nations Office on Drugs and Crime (UNODC), together with the Ministry of Law and Justice and supported by UK International Development, convened a one-day technical review workshop to evaluate NSOR cybersecurity and data protection measures across Pakistan.

Technical and operational representatives from police, prosecution, prisons, the National Police Bureau (NPB), NADRA, PITB and KPITB carried out a structured assessment of system access controls, role-based user management and authentication mechanisms. Discussions examined audit trails, encryption standards, data retention practices and incident response procedures with reference to international good practices and risk-based security principles, emphasising practical improvements that relevant agencies can implement.

Participants also reviewed governance and oversight arrangements to identify vulnerabilities and clarify accountability for data stewardship at each stage of the NSOR lifecycle. Special attention was paid to safeguarding survivor-sensitive information and ensuring that technical safeguards and institutional policies work together to protect dignity and privacy.

Findings from the technical review will guide targeted system hardening and governance enhancements that support secure inter-agency coordination between national and provincial bodies. Strengthening NSOR cybersecurity and data governance aims to reinforce public trust, uphold legal standards and improve institutional accountability across Pakistan’s justice sector.
