Pakistan has decided to formally register citizens who previously migrated illegally but later acquired legal status abroad as official overseas workers, addressing a long-standing concern among such individuals regarding safe and lawful travels upon returning home.
In the past, many Pakistanis who left for foreign countries illegally managed to regularize their immigration status over time. However, upon returning home to see their families, these individuals frequently faced uncertainty and apprehension at immigration checkpoints, fearing scrutiny and potential problems regarding future travels abroad.
To solve this challenge, the Ministry of Overseas Pakistanis has introduced an important policy reform. Under the new rules, Pakistani citizens who earlier traveled abroad illegally but subsequently obtained legal status must formally register themselves as recognized overseas workers before traveling abroad again. This registration process includes obtaining a “Protector” clearance from the government, which is a mandatory requirement for all Pakistani workers seeking overseas employment.
A “Protector” clearance is a legal authorization issued by the Government of Pakistan. It aims to systematically record the details of overseas workers, their place of employment, host country, and employers. This record enables Pakistani authorities to provide prompt support and intervention during emergency situations.
Moreover, registering formally as overseas workers entitles individuals to various government-sponsored benefits and protections. Notable among these are insurance coverage, access to legal assistance, and a structured complaints redressal mechanism designed to enhance the welfare and protection of Pakistani workers abroad.
