Pakistan Information Commission Disposes of RTI Appeal Against FPSC

The Pakistan Information Commission recently disposed of an appeal filed by Mr. Irfan Jahangir Watto Advocate against Chairman of the Federal Public Service Commission (FPSC).

The appellant had requested information on whether “General Instructions” were rules or instructions for the streamlining of the general recruitment procedure. The respondent argued that the request was a question and did not constitute information under the RTI Act, 2017, and therefore did not merit consideration.

Notices were issued to the respondent on multiple occasions, and while the FPSC provided information on the appellant’s request regarding general recruitment procedure, they did not respond to the request on the “General Instructions.” The FPSC later clarified that the “General Instructions” were instructions and not rules for streamlining the recruitment process, and the request did not fall under the RTI Act, 2017.

Based on the FPSC’s clarification, the Pakistan Information Commission disposed of the appeal, stating that the request was satisfied except for the one about “General Instructions.” The decision was communicated to the appellant, Mr. Irfan Jahangir Watto Advocate, accordingly.
