PEC objects CDA’s general pre-qualification of construction firms

Islamabad : The Pakistan Engineering Council (PEC) has raised objections to the Capital Development Authority’s (CDA) move to pre-qualify construction firms for upcoming development works.

PEC and Public Procurement Regulatory Authority (PAPRA) guidelines state that general pre-qualification is not allowed, and only project-specific pre-qualification is permitted.

Furthermore, the CDA’s previous attempts at general pre-qualification have been quashed by courts. In response to the CDA’s recent pre-qualification notice, PEC has written a letter to the CDA, asking them to withdraw it to ensure uniformity in procurement policy and rules. The CDA could opt for a single-stage two-envelope bidding procedure, which is an approved procedure by PAPRA, to expedite the project.
