Prof. Dr. Qamar-uz-Zaman, Vice Chancellor of PMAS-Arid Agriculture University Rawalpindi, hosted a felicitation dinner in honour of Prof. Dr. Niaz Ahmad Akhtar (S.I.), the HEC Chairman.
