PMDC Orders Refunds After Fee Cap Breaches

PMDC enforces fee cap for medical and dental colleges; excess charges will be refunded or adjusted and higher cap requests must present financial justification.

Islamabad, 12 February 2026. The Pakistan Medical & Dental Council (PM&DC) has reiterated its commitment to enforce the fee cap policy for medical and dental colleges nationwide, saying any excess fee charged beyond the approved limit will be refunded or adjusted in the following academic year.

Media attendees welcomed the fee cap initiative but raised concerns that a small number of institutions continue to demand fees beyond the authorised ceiling. In response, PM&DC officials said the Council is closely monitoring all medical and dental colleges to ensure strict adherence to the fee cap and has repeatedly issued public notices urging students and parents not to pay amounts above the approved limit.

The PM&DC has issued show-cause notices to 12 medical and dental colleges found in violation of the fee cap policy, though officials noted that some cases are currently sub judice after institutions sought relief through the courts. Despite pending litigation, the Council reported an understanding with the Pakistan Association of Medical Institutions (PAMI) under which affected institutions will move to withdraw lawsuits and provide relief to students.

PM&DC said a follow-up meeting with PAMI is scheduled for the end of the month to finalise procedures. Any institution that seeks an enhanced fee cap up to a maximum of PKR 2.5 million will be required to submit comprehensive financial justifications; fee increase requests will undergo a formal valuation and assessment before any approval is granted by the Council.

Emphasising that quality medical education is a right irrespective of financial means, PM&DC reiterated that institutions charging fees beyond the approved cap must ensure student relief. Any excessive sums collected will either be refunded to students or credited against fees in the next academic year as part of the Council’s enforcement of the fee cap policy.
