Punjab advances Green PFM to embed climate into local budgets with Climate Budget Tagging pilots and targeted capacity building across municipal committees.

The Local Government & Community Development Department Punjab, in partnership with the GIZ Participatory Local Governance Programme and GOPA Worldwide Consultants, convened an inception workshop on Green PFM at PC Bhurban on 23 September 2025.

Senior representatives from the Finance Department, the Planning & Development Department and officials from pilot municipal committees attended to discuss practical steps for integrating climate considerations into provincial and local public financial management systems. The workshop aimed to align fiscal policy with climate resilience priorities and local governance needs.

Participants examined how Green PFM tools can be applied in Punjab, focusing on linking budgetary decisions to climate risk reduction and service delivery. Discussion points included capacity-building priorities for municipal staff and the introduction of pilot reforms such as Climate Budget Tagging (CBT), climate-sensitive Budget Call Circulars and the preparation of Citizen Budgets that reflect climate spending and priorities.

The Secretary LG&CDD Punjab stressed that climate-smart budgeting is essential for resilient and accountable governance, urging provincial and local actors to adopt reforms that make public funds more effective in addressing climate impacts. The workshop highlighted the need for training, clear tagging methodologies and coordination across departments to institutionalize Green PFM practices.

Concluding with a strong commitment from all partners, the event set a roadmap for mainstreaming Green PFM reforms across Punjab’s local governments. The Planning & Development Board, Government of the Punjab endorsed the initiative’s goal of strengthening local systems for a sustainable, climate-resilient future.
