Punjab Advances Green PFM Reforms for Local Governments

Punjab's LG&CDD, GIZ and GOPA launch Green PFM workshop at PC Bhurban to integrate climate into provincial and local budgets.

The Local Government & Community Development Department (LG&CDD) Punjab, together with the GIZ Participatory Local Governance Programme and GOPA Worldwide Consultants, convened an inception workshop on Green PFM at PC Bhurban to align provincial and local public financial management with climate priorities.

Senior representatives from LG&CDD, the Finance Department, the Planning & Development Department and pilot municipal committees discussed practical steps to link fiscal policy with climate resilience, emphasising the need to adapt budget processes to rising climate risks across Punjab.

Participants identified capacity-building priorities and agreed on pilot reforms aimed at improving climate responsiveness. Key measures introduced included Climate Budget Tagging (CBT), climate-sensitive Budget Call Circulars and the preparation of citizen-friendly budgets to enhance transparency and accountability in local governance.

All partners expressed a strong commitment to mainstream Green PFM reforms across Punjab’s local governments, with planned support for pilots, training and technical assistance to strengthen systems and deliver more climate-resilient services for communities across the province.
