**RDA Seals Capital Smart City Phase-III Marketing Office and UBL ATM Amid Crackdown on Illegal Developments**

The Rawalpindi Development Authority (RDA) has taken decisive action against unauthorized urban expansion by sealing the marketing office of the unapproved housing scheme, Capital Smart City Phase-III, along with a United Bank Limited (UBL) ATM located within the premises. This move, directed by RDA Director General Kinza Murtaza, underscores the authority’s firm commitment to curbing illegal development activities across Rawalpindi.

According to an RDA spokesperson, the sponsor behind Capital Smart City Phase-III was booking plots and carrying out construction work without securing the necessary No Objection Certificates (NOCs) from the RDA. The housing scheme, situated at Airport Avenue, Rawalpindi, was also engaged in unauthorized advertising and development in violation of the Punjab Development of Cities Act 1976 and the Punjab Private Housing Schemes and Land Subdivision Rules 2021.

The enforcement operation was initiated after repeated RDA warnings went unheeded. Led by Assistant Director Planning Ali Raza, and supported by Scheme Inspectors Muhammad Tariq and Imran Hussain, the RDA Enforcement Squad acted in coordination with Chontra Police Station authorities to seal both the marketing office and the ATM.

Director General Kinza Murtaza reiterated that the RDA will maintain a strict policy against illegal and unauthorized construction and commercial activities. She emphasized that violations of Punjab’s urban development laws will not be tolerated under any circumstances.

In her statement, DG Murtaza cautioned the general public to thoroughly verify the legal status of any housing scheme with the RDA before investing, in order to avoid potential financial risks associated with unapproved developments. She called on citizens to cooperate with the RDA in rooting out encroachments and ensuring all urban growth adheres to approved legal frameworks.
