A meeting at the Rawalpindi Development Authority conference room examined electronic registration, digital approvals, an online property transfer system and the approval of building plans under an integrated digital framework. The session was chaired by Muhammad Anwar Baran, Additional Director General RDA, and focused on speeding up services for citizens and housing schemes.
Hafiz Abdul Ghafoor, representing the Punjab Land Records Authority, presented the technical details of the proposed digital mechanism and showed functional prototypes of the online web portal. He explained that housing schemes will be onboarded through their respective regulators using the portal to ensure consistent registration and oversight.
The meeting confirmed that housing schemes will use the Property Transfer System for secure transactions and transfers of properties, with a formal launch scheduled for 15th February. After that date the manual transfer process will be fully phased out as the Property Transfer System becomes the primary channel for property transactions.
Approval of building plans will also move to the online portal, enabling transparent, accountable and time-bound processing. The new workflow is expected to reduce human intervention, speed up issuance of approvals and NOCs, and facilitate marketing and sale of plots while strengthening transparency and efficiency in the real estate sector.
RDA management reiterated its commitment to leveraging technology for improved service delivery and urged regulators, developers and other stakeholders to actively participate in the digital transition. The authority also assured continuous support and training to ensure a smooth migration to the online systems.
The meeting was attended by Chief Planner RDA Muhammad Tahir Meo, Director Admen Iftikhar Ali, Director Land Ghazanfer Ali Awan, Director Estate Management Aabgeena Khan, Director Finance Shahid Yaqoob, Deputy Director IT Dawood Khalid and other RDA officers.
