SCO meeting in Moscow brings national coordinators together to align draft documents ahead of the Council of Heads of Government, with implications for Pakistan.

14 November 2025 saw the regular session of the Council of National Coordinators of the Member States of the Shanghai Cooperation Organization open in Moscow. The SCO meeting convened officials tasked with harmonizing positions and preparing joint documents for higher-level consideration.

The agenda concentrated on the coordination of draft documents to be presented at the upcoming Council of Heads of Government (Prime Ministers) of WHO member states, alongside a broad range of issues concerning interaction within the Organization in the political, trade-economic and cultural and humanitarian spheres. Delegates worked to refine language and align priorities so the draft texts can proceed smoothly to the heads of government stage.

For Pakistan, as an SCO member, the SCO meeting presents an opportunity to shape outcomes on trade cooperation, political dialogue and cultural exchanges that may affect bilateral and multilateral projects. Coordinators aimed to ensure that proposed measures reflect member states’ concerns and are ready for deliberation at the Prime Ministers’ council.

Participants emphasized procedural clarity and timely completion of the drafts so the upcoming Council of Heads of Government can focus on substantive decisions. The Moscow session underscored continued multilateral engagement within the SCO and offered Islamabad a platform to follow developments that could influence regional cooperation in the near term.
