Standing Committee Issues Strong Directives

Standing Committee orders probes on police conduct, Multan heritage funds, NADRA irregularities and CDA land disputes, with reports due at the next meeting.

The National Assembly Standing Committee on Interior and Narcotics Control issued firm directives after lawmakers raised serious concerns about alleged misconduct by the SHO of Police Station Banigala toward the President and members of the Pakistan Nursing and Midwifery Council. Members described the police explanation as unsatisfactory and said the matter touched on parliamentary integrity rather than a personal grievance. The Committee ordered the Secretary of the Interior Ministry to meet the concerned MNA and submit a detailed report at the next sitting.

The meeting, chaired by MNA Raja Khurram Shahzad Nawaz, also scrutinised a long-pending heritage restoration project in Multan. Officials confirmed that Rs 850 million had been released previously but utilisation remained unclear. Lawmakers questioned the absence of key documentation and the administrative shift that placed the federally funded project under provincial control. The Standing Committee directed the Project Director to provide the missing feasibility study and site-wise expenditure details to clarify financial management and authority transitions.

On legislative business, the Committee reviewed the Corrosive Substances Assault (Prevention and Protection) Bill tabled by MNA Sharmila Sahiba Faruqui Hashaam. The ICT Administration informed members that similar provisions already exist in the Acid and Burn Crime Bill introduced by MNA Mahreen Razzaq Bhutto, prompting the Committee to recommend that the new bill not be passed. The Islamabad Capital Territory Dowry Restraint Bill and the Islamabad Preservation of Landscape Bill were deferred for further review or in the absence of movers, while the Criminal Law (Amendment) Bill was also deferred for additional deliberation.

Delays in compensation for land acquired by the Capital Development Authority in sectors E-12, C-13, C-14, C-15, C-16 and H-16 were revisited. CDA officials said earlier meetings with Islamabad MNAs had been disrupted by unavoidable absences but subsequent consultations took place. The Committee directed the CDA Chairman to convene a dedicated follow-up meeting with MNAs Syed Rafiullah, Anjum Aqeel Khan, Ibrar Ahmed and Aqeel Malik to expedite settlements and present a progress report at the next session.

Land disputes involving the Intelligence Bureau Employees Cooperative Housing Society and Gulberg Greens were discussed, with the Committee noting that several government dues remained unpaid. Members ordered that all pending dues be cleared promptly and reiterated earlier instructions requiring societies to compensate government entities for road usage and pipeline damages. IBECHS was further instructed to secure all necessary permissions for SNGPL pipelines and to submit complete details of plot allocations along with corrective measures for irregularities in Gulberg Greens and Gulberg Residencia.

NADRA officials briefed the Committee on reports of irregular and unauthorised CNICs and MNICs issued to non-entitled persons in Karachi, a matter raised by MNA Syed Nabeel Ahmed Gabol. After reviewing preliminary findings, the Standing Committee directed the NADRA Chairman to meet the MNA, address the issue urgently, initiate appropriate disciplinary action and file a report for the Committee’s next meeting.

Labour concerns were raised when MNA Syed Rafiullah highlighted that many workers at Parliament Lodges were not receiving the legally mandated minimum wage. He emphasised that salaries should be disbursed through bank transfers or cheques to ensure transparency. The Committee instructed the CDA to enforce minimum wage compliance and to ensure all payments are made through bank channels; CDA officials agreed to implement these measures.

The Committee also discussed a proposal to establish a food street in Islamabad’s Blue Area and directed the CDA to appoint an officer to consult local traders and prepare a policy outline for presentation at the next meeting.

The session was attended by MNAs Anjum Aqeel Khan, Chaudhary Naseer Ahmed Abbas, Malik Shakir Bashir Awan, Syed Rafiullah, Sardar Nabeel Ahmed Gabol, Nawabzada Mir Jamal Khan Raisani, Khawaja Izhar Ul Hassan, Rana Ansar and Muhammad Ijaz-ul-Haq, along with senior officials from the Ministries of Interior and Law, NADRA, CDA, ICT Police and the Circle Registrar, and the Secretary of IBECHS.
