ISLAMABAD, June 1, 2026 — Pakistan Football Federation President Syed Mohsen Gilani pledged to champion broader stakeholder representation as the PFF begins a constitutional overhaul to align with FIFA and AFC governance standards. The proposed PFF Constitution will seek to give a stronger voice to all elements of the game across Pakistan.
Syed Mohsen Gilani said he would not pursue changes that increase presidential powers and that his priority is inclusive representation. “I am not interested in constitutional reforms that give me more power as President,” he said, underlining his commitment to a stakeholder-driven PFF Constitution.
The announcement followed a two-day governance workshop led by FIFA Head of Member Associations Governance Rolf Tanner and AFC Senior Manager Sonam Jigmi. The workshop focused on drafting a constitutional framework that embraces democratic representation, independent institutions, electoral clarity and integrity mechanisms consistent with international standards.
Tanner noted positive engagement from participants and said the discussions helped clarify the direction of reforms. He explained that the changes envisaged in the PFF Constitution will not stop at the national level: work will continue to professionalise provincial associations and eventually implement consistent governance at district level.
As part of the reform programme, the PFF with FIFA and AFC support plans to strengthen provincial administration by assisting provincial associations to recruit professional General Secretaries and build operational capacity. The aim is to improve delivery of development programmes and ensure the new PFF Constitution is reflected in provincial and district structures.
Gilani stressed the need for meaningful inclusion of women’s football, futsal, beach soccer, eFootball, provincial associations, clubs and other stakeholders in the new framework. He said the constitutional review will be conducted through extensive consultations with the football community to ensure the final PFF Constitution addresses the needs of the wider football family.
PFF officials, together with FIFA and the AFC, reaffirmed their commitment to complete the reform process efficiently and to establish a modern governance structure that strengthens oversight, integrity and long-term growth of football across Pakistan.
