His Excellency Mr. Carlos Aragón, Ambassador of Spain to Pakistan, called on the Federal Minister for Climate Change and Environmental Coordination, Dr. Musadik Malik, in Islamabad on 10 June 2026 to discuss a wide-ranging agenda of regional and global concern.
The meeting featured a detailed exchange of views on the Indus Waters Treaty and the broader implications of evolving geopolitical dynamics. Dr. Musadik Malik observed that recent moves away from established multilateral norms, including actions that can place long-standing agreements such as the Indus Waters Treaty in abeyance unilaterally, raise significant questions about the sanctity of international agreements and rules-based cooperation.
Climate change and its immediate impacts on Pakistan were central to the discussions. The Federal Minister highlighted the devastation caused by recent floods and emphasised that shifting weather patterns and increasing variability demand stronger preparedness and preventive interventions to reduce future risks and build climate resilience across vulnerable communities.
The Ambassador shared impressions from his recent visit to Gilgit-Baltistan, praising the region’s natural beauty, cultural diversity and the hospitality of its people, while noting how local conditions underscore the urgent need for sustainable environmental management.
Energy security and the global shift towards renewables were also discussed, with both sides underlining the importance of accelerating deployment of green energy solutions such as solar and wind. In light of ongoing geopolitical tensions and recent disruptions to conventional energy supply chains, the meeting stressed diversification and sustainable energy systems as priorities for Pakistan and its partners.
Dr. Musadik Malik briefed the Ambassador on two Ministry initiatives in development: the Green University, aimed at promoting climate education, research and innovation, and Green Fields, designed to connect young entrepreneurs working on green ventures with investors and opportunities to scale sustainable businesses. Both officials discussed avenues for bilateral cooperation and knowledge exchange to support these programmes and bolster Pakistan’s climate and development goals.
