Civil servants given one week to declare foreign nationality status

The Establishment Division has directed civil servants to submit foreign nationality-related declarations within one week.

ISLAMABAD: The Establishment Division has warned senior civil servants that they may face disciplinary action if they do not submit the required declaration regarding foreign nationality, foreign travel documents and marriage with foreign nationals within one week.

The warning was issued through an Office Memorandum dated October 2, 2026, concerning the Civil Servants (Disclosure and Prohibition of Foreign and Dual Nationality) Rules, 2026. The memorandum referred to earlier directions issued on June 4 and July 17, 2026, and reminded government departments that Rule 3 requires civil servants to formally disclose their foreign nationality-related status.

Under Rule 3(3), every civil servant is required to submit a declaration within 90 days after the rules are notified in the official Gazette. The declaration must include information about the nationality of the civil servant and dependents, possession of foreign travel documents and marriage with a foreign national. It has to be submitted in the format or manner specified by the Establishment Division.

According to the latest memorandum, a number of officers from the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group have not submitted their declarations. The Establishment Division has directed such officers to furnish the required declaration within one week.

The memorandum states that those who fail to comply will be liable to proceedings under the Civil Servants Efficiency and Discipline Rules, 2020.

The warning is based on Rule 3(4), which provides that failure to submit the required declaration, or submission of a false declaration, will constitute misconduct under the Civil Servants Efficiency and Discipline Rules, 2020. This means that an officer who does not comply may face formal disciplinary proceedings.

The declaration requirement is not limited to whether an officer holds another nationality. The rules require information about foreign nationality and foreign travel documents, and also cover the nationality status of dependents. Marriage with a foreign national is also included in the declaration.

The Establishment Division memorandum has been sent to all ministries and divisions of the federal government. Copies have also been sent to all chief secretaries and provincial police officers for similar action in their respective areas.

The division has also directed its Director IT in Islamabad to upload the memorandum on the official website so that the instructions are available to government departments and officers.

The latest action follows the federal government’s introduction of rules in 2026 aimed at bringing greater disclosure and control over the foreign nationality status of civil servants. The rules require civil servants to provide information about foreign nationality and related documents instead of keeping such information outside the official record.

The new framework also gives importance to the status of dependents. Officers are required to disclose relevant foreign nationality and travel document information concerning their dependents, rather than reporting only their own status.

The Establishment Division has made it clear in the latest memorandum that the declaration is not an optional administrative exercise. Failure to submit it within the required period can lead to a misconduct case under the disciplinary rules applicable to civil servants.

The October 2 memorandum was issued by M. Khurram Shahzad, Section Officer D IV, Establishment Division. It has been circulated to federal ministries and divisions as well as provincial administrative and police authorities for implementation.

The action also means that departments will now have to identify officers who have not completed the declaration process and ensure compliance within the additional one week allowed by the Establishment Division. The warning specifically names officers belonging to the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group.

The government’s move places greater emphasis on recording foreign nationality and related links among civil servants and maintaining a formal record that can be checked by the concerned authorities. The latest order also makes clear that false information will be treated in the same way as failure to submit the required declaration under the disciplinary rules.
