BEOE Warns Overseas Employment Promoters Against Rules Violations

Islamabad: The Bureau of Emigration and Overseas Employment (BEOE) has issued a stern warning to Overseas Employment Promoters (OEPs), directing them to strictly comply with the Emigration Ordinance, the Emigration Rules 1979, and the conditions of their licences.

According to the Director General, BEOE, it is mandatory for all licensed Overseas Employment Promoters to obtain prior approval from the concerned Protector of Emigrants before publishing or promoting overseas job advertisements in print, electronic, or social media. The bureau stated that publishing unapproved advertisements constitutes a violation of the law and exposes job seekers to the risks of fake employment offers, financial fraud, and illegal recruitment.

The BEOE warned that any future violations would invite strict legal and administrative action, including suspension or cancellation of licences and referral of cases to the Federal Investigation Agency (FIA) for further legal proceedings.

The bureau also clarified that employees registered with an Overseas Employment Promoter cannot be assigned to any other business, including travel agencies, Hajj and Umrah services, or trade testing centres. Such employees are also prohibited from working as sub agents or intermediaries under any circumstances.

According to the directives, the entire process of overseas recruitment, including candidate screening, interviews, selection, and immigration processing, must be carried out solely by the licensed Overseas Employment Promoter. These responsibilities cannot be delegated to trade testing centres or any other organization.

Furthermore, the BEOE instructed that if an Overseas Employment Promoter is engaged in additional commercial activities, those businesses must operate from separate offices with separate staff and independent management to ensure full compliance with legal requirements.

The Bureau has also directed all Protectors of Emigrants across the country to conduct regular inspections of OEP offices, ensure strict implementation of the law, and take firm action against promoters found repeatedly violating the rules.
