The Capital Development Authority (CDA) board, chaired by CDA Chairman, Islamabad Chief Commissioner, and Director General of Civil Defence Muhammad Ali Randhawa, discussed key issues relating to property fees, administrative adjustments, heritage center operations, and plot allocations during its 12th meeting held at CDA headquarters in Islamabad. The board members, Deputy Commissioner Islamabad, and other senior officials attended the session.

In the meeting, the CDA board reviewed the existing transfer fee, registry fee, and stamp duty applicable on urban properties within CDA jurisdiction, rural properties within Islamabad Capital Territory (ICT), housing societies, and related properties. The board decided to prepare recommendations in accordance with relevant legal requirements to better facilitate transparent property transfers and clarify associated fee structures.

Participants also deliberated on the issues relating to the adjustment of maintenance staff transferred from the Public Works Department (PWD) to CDA. It was agreed that guidance should be sought from the Cabinet Division and Establishment Division to undertake smooth integration of these employees according to established law and procedures.

Another significant agenda item was the approval of a comprehensive feasibility plan for making the Gandhara Heritage and Cultural Center in F-9 Park operational at the earliest. On this occasion, Chairman CDA Muhammad Ali Randhawa highlighted that revenue generated from this project would be reinvested in civic amenities and development initiatives aimed at boosting citizens’ living standards and enhancing the city’s beauty and infrastructure.

Additionally, the board approved issuance of an NOC for plot number 676-D-12/2, in accordance with Islamabad High Court directives in writ petition No. 2214/2022 (“Hassan Bano vs FGEHA and others”).

Moreover, the meeting approved a request submitted by Motamar Al-Alam Al-Islami for the surrender of its allotted plot located in sector H-8. It was noted that the CDA will refund the initial paid sum to Motamar Al-Alam Al-Islami, while the current value of the plot far exceeds the amount initially paid.

A further decision made by the CDA board concerned approval for replacement allocation of a plot in sector I-10/3 (Plot No.39), as required by an Islamabad High Court judgment.

In concluding remarks, Chairman CDA Muhammad Ali Randhawa reassured attendees of the authority’s vigorous commitment toward making Islamabad a progressive, prosperous, attractive, and exemplary city. He emphasized that CDA will continue employing all available resources to fulfill the residential, transport, and recreational needs of the people of Islamabad.
