EOBI Pensions Raised 15% from January; OPF Hikes Salaries Despite Rs. 561 Million Loss

Islamabad: Pensioners under the Employees Old-Age Benefits Institution (EOBI) will see a 15% increase in their monthly payments effective 1 January 2025, while all contractual employees in Overseas Pakistanis Foundation (OPF) educational institutions will now earn at least Rs. 37,000 per month despite the organisation posting a Rs. 561 million loss in FY 2023-24. The updates were confirmed by Minister for Overseas Pakistanis and Human Resource Development Chaudhary Salik Hussain in the National Assembly.

On pensions, Hussain said the EOBI Board of Trustees approved the 15% raise based on the 2025 Actuarial Valuation Report and forwarded it to the federal government for mandatory approval. The decision was cleared on 28 July 2025, with the official notification issued on 31 July 2025. He explained the delay was due to a multi-step process involving actuarial review, board endorsement, and federal authorisation. The increase, along with arrears from January 2025, will be reflected in the next payroll.

Turning to OPF salaries, the minister clarified that government-notified minimum wages do not legally apply to contractual staff in OPF schools, as they are not Basic Pay Scale employees and OPF operates under the State-Owned Enterprises Act, 2023 without government funding. However, in its meeting on 25 June 2025, the OPF Board of Governors approved a pay raise for all contractual employees to offset inflation. Following the adjustment, no contractual staff earns less than Rs. 37,000 monthly, while regular employees already receive salaries above the minimum wage.

Contractual staff remain on fixed-term agreements with annual increments of up to 10% based on performance. Some teaching personnel are temporarily attached to other OPF institutions for enrolment campaigns or teaching duties under HR policy, without extra allowances equivalent to head office pay scales.
