ICT-PEIRA launches an Enrollment Drive to regularize student records and identify Out-of-School Children; renewal amnesty from March 1 to April 30, 2026.

Islamabad, February 25, 2026 — The Islamabad Capital Territory Private Educational Institutions Regulatory Authority has launched a comprehensive Enrollment Drive to gather and regularize student records from all private educational institutions in the Capital. The exercise is designed to produce verified data that will help map current enrolment and accurately identify Out-of-School Children in each Union Council across ICT.

A meeting chaired by Dr Ghulam Ali Mallah brought together representatives of private schools, the Federal Directorate of Education, the Federal Board of Intermediate and Secondary Education and ICT-PEIRA officials to coordinate the effort. Officials stressed that the priority of the Enrollment Drive is partnership and facilitation rather than punitive measures, with the aim of strengthening educational planning and support for underserved areas.

We are not here to create difficulties for schools. We are here to work together, said Dr Ghulam Ali Mallah, underlining that accurate enrollment data will enable targeted interventions and help achieve the Federal Minister for Education’s goal of Zero Out-of-School Children in Islamabad. The Authority will review data Union Council by Union Council to ensure no child is overlooked.

In response to requests from school representatives, ICT-PEIRA announced a one-time amnesty allowing institutions with pending registration or renewal cases to submit applications without late penalties between 1 March and 30 April 2026. During this facilitation period, schools are encouraged to complete registration and update records so they can access regulatory support and planning resources.

ICT-PEIRA has also called on school representatives to assist by providing updated lists of institutions operating in their areas, so every school can be brought into the regulatory and support framework. The Enrollment Drive aims to promote transparency, improve educational access and uplift the overall quality of education in Islamabad, positioning the Capital as a model district for inclusion and effective planning.
