On October 28, 2025, an agreement was signed at the Capital Development Authority headquarters between the ICT Administration and the Punjab Land Records Authority to introduce the E-Stamp Paper system and begin digitization of ICT land records. The event followed the direction of Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa and was attended by Deputy Commissioner Islamabad Irfan Nawaz Memon, Director ICT Rabia Aurangzeb, and officials from PLRA, ICT and CDA.
The move, driven by the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi, aims to roll out the E-Stamp Paper system across Islamabad. Under the agreement, electronic stamping will be integrated with updated digital land records to simplify formalities for property transactions in the capital.
Officials say the digitization initiative is designed to modernize land record management and address long-standing public challenges around transfer, mutation and sale or purchase of properties. The E-Stamp Paper system is expected to reduce delays and paperwork while making records easier to access and verify.
Deputy Commissioner Irfan Nawaz Memon noted that implementing the E-Stamp Paper system will help resolve citizen difficulties and enhance public service delivery. He added that all available resources are being mobilized to ensure the digitization process is completed efficiently using modern technology.
By combining the E-Stamp Paper system with updated digital land records, Islamabad authorities aim to streamline property services, strengthen record accuracy and improve convenience for residents and stakeholders involved in land transactions.
